Statement of the Executive Director of the Green Climate Fund on the occasion of International Anti-Corruption Day 2020

Today, the Green Climate Fund (GCF) is one with the international community in commemorating International Anti-Corruption Day, a day designated by the United Nations General Assembly to commemorate the adoption of the United Nations Convention against Corruption (UNCAC) and to advance the dialogue on the global fight against corrupt practices.

We recognise that corruption thrives in times of crisis and the ongoing global pandemic is no exception. States have mobilised billions in funds to address the health emergency and to mitigate adverse economic effects. The urgent response required makes these efforts vulnerable to corrupt practices.

We stand #UnitedAgainstCorruption and echo the call to #RecoverBetter by recognising the role of integrity and accountability in achieving inclusive recovery from the current global health crisis.

Integrity is now a critical factor in ensuring that health and economic resources reach those who need it the most. At GCF, we encourage all stakeholders and beneficiaries to express and act on the commitment to accountability by upholding the integrity standards of the Fund to prevent wrongdoing and when needed, speak up and report corruption.

Statement of the Head of the Independent Integrity Unit on the occasion of International Anti-Corruption Day 2020

The Green Climate Fund joins the international community in commemorating International Anti-Corruption Day 2020. The 9th of December every year is designated by the United Nations General Assembly to commemorate the adoption of the United Nations Convention against Corruption (UNCAC) and to advance the dialogue on the prevention and detection of corrupt practices.

We stand #UnitedAgainstCorruption and echo the call to recover better by recognising the role of integrity and accountability in achieving inclusive recovery from the current global health crisis.

At GCF, the Independent Integrity Unit (IIU) commemorates the occasion by recognising the significant contributions of Integrity Champions. By speaking up, whistleblowers play an essential role in advancing the agenda of integrity, accountability, and transparency in GCF-funded activities. We commend their vigilance and commitment to the values and mission of GCF.

The IIU takes seriously its responsibility to uphold the rights of whistleblowers by rigorously guaranteeing confidentiality, recommending the needed interim protection without delay, and ensuring procedural safeguards are observed.

2020 marked a significant increase in investigative response from the IIU in addressing reports and cases processed.

The IIU looks forward to continuously advancing anti-corruption action at GCF by optimising the mission for climate action with integrity through its work programme for 2021 by undertaking the following.

  • Streamlining investigation processes and protocols, rolling out a comprehensive Investigation Manual, and upgrading its complaint reporting system;
  • Enhancing investigative capacity by leveraging technology through digital forensics and analytics;
  • Developing the Administrative Remedies and Exclusions Framework;
  • Establishing integrity risk assessment tools for proactive integrity reviews of GCF projects; and
  • Continuing to advance our efforts in capacity-building and technical assistance for GCF partners and stakeholders.

At GCF, we encourage all stakeholders and beneficiaries to express and act on the commitment to accountability by upholding the integrity and governance standards of the Fund, and when needed to speak up and report corruption without fear or favour.

As we #RecoverBetter from the COVID-19 pandemic, let us likewise promote integrity in climate action to enable the world to recover better from the adverse effects of climate change.
