Funds for climate financing are scarce and must be managed responsibly and used effectively. Increased transparency, accountability, and integrity are needed to ensure the effectiveness of actions to mitigate greenhouse gas emissions and adapt to climate change.

The Green Climate Fund (GCF) imposes high policy requirements on its partner institutions to ensure its resources are used effectively and meet their intended purpose. Institutions seeking to access GCF financial resources as Accredited Entities (AEs) are assessed against their ability to manage these funds in line with GCF’s fiduciary principles and standards, and their ability to manage environmental and social risks.

Introducing the Peer-to-Peer Learning Alliance (P2P LA)

The P2P LA on Climate Finance Integrity provides a platform for national and regional AEs to share challenges, experiences, and knowledge in a safe space. This enables them to adopt and implement robust integrity and anti-corruption policies and stakeholder engagement, safeguarding climate finance resources from corruption and misuse.

 

The P2P LA consists of seven institutions from six countries, with each institution represented by one or two peers:

• Morocco: Agency for Agricultural Development of Morocco
• Nepal: Alternative Energy Promotion Centre
• Nepal: National Trust for Nature Conservation
• Peru: Profonanpe
• Uganda: Ministry of Water & Environment
• Vietnam: Vietnam Development Bank

P2P LA Collaborative Initiatives

The P2P LA was initiated through a collaboration between the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), United Nations Development Programme (UNDP), Transparency International (TI), and the Organisation for Economic Co-operation and Development (OECD) Effective Institutions Platform. Since 2021, the GIZ project “Partnering for Readiness” has been responsible for coordinating the P2P LA, in collaboration with TI and the GCF Independent Integrity Unit.

 

Peers come together annually for a workshop (held virtually in 2020 and 2021 due to COVID-19), and stay connected through social media, regular calls, and online exchange formats. Since 2021, an external facilitator has been providing support to peers and their learning processes. Peers have also co-developed knowledge products with GIZ, TI, and the IIU.
