At COP27, the Green Climate Fund (GCF) Independent Integrity Unit (IIU) started the movement by leading the conversation on bringing in more support for civil society to engage with climate action and help ensure integrity and accountability. It is clear that a multi-stakeholder response to the climate crisis is the way forward. Governments, business and industry sectors, international institutions, and civil society organisations must work together in response to climate change.

The challenge of this International Anti-Corruption Day 2022 is to increase transparency, maintain accountability and prevent corruption in climate action. As investments rush in and portfolios diversify rapidly, all actors must pitch in to safeguard these resources and project processes from corruption, ensuring that communities receive the relief and benefits of climate action.

This panel will discuss the challenges and emerging trends in preventing corruption, what measures are being taken, and the outlook for accountability in executing climate projects.

Choikhand Janchivlamdan
GCF National Designated Authority
Ministry of Environment and Tourism of Mongolia

Choikhand is the National Focal Point of GCF in Mongolia. She has extensive experience working with the central government and international organizations, particularly on nature conservation, waste management, eco-tourism, climate finance, and climate adaptation projects and programs. She has also worked in the monitoring and evaluation of different stakeholder projects.

In the last three decades, Mongolia has been known to be one of the recipients of significant funding and financial support for the environmental sector, which must be presented with integrity and transparency. Choikhand's agenda is to implement integrity in GCF-funded projects in the country.

Leopoldo Pagotto
Co-Chair, Anti-Corruption Committee
International Bar Association

Leopoldo is in charge of the antitrust, anti-corruption and compliance practices at FreitasLeite Advogados, a Brazilian law firm. He advises companies in several industries, such as banking, capital markets, telecommunications, IT, mining, shipbuilding, car parts, infrastructure, and pharmaceuticals.

Leopoldo has been ranked in the Compliance (Contentious) category by Chambers & Partners in Brazil and is recognized as a foreign expert in competition law and M&A for Japanese clients. He is an approved Anti-Corruption & Compliance private practitioner by the Latin American Corporate Counsel Association (LACCA). Leopoldo was also considered one of the '40 under 40' by the Global Investigations Review in the internal investigations category.

Currently, he is the Chair of the International Bar Association Anti-Corruption Committee (IBA). Leopoldo was a reporter for Chambers No. 20 and No. 1 of the Ethics Tribunal of the Brazilian Bar Association, São Paulo Chapter.

Paula Rolffs
Head of "Partnering for Readiness" Project
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)

Paula is the head of the project "Partnering for Readiness" at GIZ. The project supports countries in accessing the GCF. Among other activities, the project supports a peer-to-peer learning alliance on climate finance integrity constituted of Direct Access Entities to the GCF.

Paula has vast experience in climate finance, GCF Readiness, renewable energy policy and finance, and green financial system development. She has worked on various projects within the GIZ headquarters and in Mexico. Previously, she worked at a think tank as a consultant on climate policy and climate finance.
