Introducing the peer learning concept

Peer learning is a fundamental component of the outreach and engagement activities of the Independent Integrity Unit. Peers are the most familiar with the challenges they face, so the framework of peer learning emphasises engaging with fellow practitioners on an equal footing. This approach is highly effective for sharing, disseminating, and adopting tried-and-tested practices that address similar challenges, moving away from traditional top-down teaching methods. The objective of this initiative is to foster sustained peer engagement through peer-centered learning through online and in-person meetings, knowledge sharing engagements.

IIU peer learning activities

The Peer Learning Cohort Programme is a network of GCF Direct Access Entities (DAEs) organized collaboratively by the GCF Independent Integrity Unit (IIU) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). This framework aims to provide a platform for DAEs to learn and support each other on climate integrity, share experiences, and foster knowledge exchange.

The 2025-2026 programme will take place from March 2025 until December 2026.

The P2P LA on Climate Finance Integrity provides a platform for national and regional AEs to share challenges, experiences, and knowledge in a safe space. This enables them to adopt and implement robust integrity and anti-corruption policies and stakeholder engagement, safeguarding climate finance resources from corruption and misuse.

The P2P LA consists of seven institutions from six countries, with each institution represented by one or two peers:

  • Honduras/regional: Central American Bank of Economic Integration (CABEI)
  • Morocco: Agency for Agricultural Development of Morocco
  • Nepal: Alternative Energy Promotion Centre
  • Nepal: National Trust for Nature Conservation
  • Peru: Profonanpe
  • Uganda: Ministry of Water & Environment
  • Vietnam: Vietnam Development Bank

The P2P LA was initiated through a collaboration between GIZ, United Nations Development Programme (UNDP), Transparency International (TI), and the Organisation for Economic Co-operation and Development (OECD) Effective Institutions Platform. Since 2021, the GIZ project “Partnering for Readiness” has been responsible for coordinating the P2P LA, in collaboration with TI and IIU.

Peers come together annually for a workshop and stay connected through social media, regular calls, and online exchange formats.
